The Landlord Risk Mitigation Program helps expand rental housing options for residents in southern New Mexico who face barriers to securing a stable home. Delivered in partnership with the City of Las Cruces and Mesilla Valley Community of Hope, the program encourages property owners to rent to households who rely on vouchers, are transitioning out of housing instability, or have limited rental histories.
Through this collaboration, landlords may receive reimbursement for certain property damages or lost rent, reducing financial risk and strengthening trust between property owners, tenants, and service providers. By keeping more rental homes accessible to low-income residents, the program helps prevent housing instability and supports long-term stability across the region.
BernCo Home Rehab

BernCo Home Rehab helps income-qualified homeowners in Bernalillo County remain safely and stably housed by funding critical home repairs and improvements. The program supports rehabilitation needs across the county, including essential improvements, accessibility modifications for older adults and people with disabilities, structural repairs, and replacement or repair of major housing systems such as plumbing, electrical, roofing, and heating.
By addressing health and safety hazards and helping preserve existing homes, the program reduces the risk that homeowners will be displaced by unsafe or unlivable conditions. Assistance is provided as a zero percent interest, conditionally forgivable loan, with no monthly payments required for homeowners who continue to meet program requirements.
Bernalillo County Rapid Rehousing

Bernalillo County Rapid Rehousing helps individuals and families quickly move into permanent housing when they are experiencing housing instability or are at risk of losing stable shelter. The program provides time-limited rental assistance and targeted support services tailored to each household’s needs, helping residents address immediate barriers to housing.
This investment is expected to support approximately 500 to 600 families by helping households regain stability and reducing the likelihood that short-term housing challenges become long-term crises. By connecting residents with rental assistance, supportive services, and community resources, the program strengthens housing stability for families across Bernalillo County.
